Hingham Police Awarded Funds
to Target Seat Belt Use
State Doubles Amount of Grant

Hingham MA – The amount of the grant awarded to The Hingham Police has doubled as part of a crack down on seat belt and child passenger seat violations. This additional funding, now $3,300, will allow even more officers will be hired as part of an ongoing effort to increase seat belt use and reduce injuries during crashes. The funding comes from the Executive Office of Public Safety and Security (EOPSS).

This crackdown, which runs May 14 – June 3, is part of the national Click it or Ticket Mobilization. The funds are for additional officers to be on the street during this period. These officers will be actively looking for traffic violations and taking notice if the drivers and passengers are buckled up. The officers will have a zero tolerance for those who are not buckled or those children who are not properly restrained. They will be issued civil citations for those violations.

Occupant protection in Hingham is already a priority. We know using seat belts and car seats is the easiest and most valuable thing you can do to make yourself safer on the road. The amount of seat belt citations issued in 2011 increased by 23% from 2010 (484 in 2011 and 379 in 2010). To date in 2012, the Hingham Police have issued 237 seat belt citations.

The amount child passenger violations (those 12 and under not buckled) decreased in 2011 (12 in 2011 and 16 in 2010). To date the Hingham Police have issued 5 citations for those 12 and under not buckled.

Under MA law, the violation is a $25.00 fine for either offense. Drivers are cited for those passengers who are 15 and under not buckled. Passengers 16 and older are cited directly. Both are not classified as surcharge events for insurance purposes.

Seat belt enforcement and education is making a difference in Hingham. Observational studies in Hingham at the start of 2011 showed a 71% usage rate. By the end of 2011 the observational studies showed an 87% usage rate in Hingham. This is in comparison to the Massachusetts statewide usage rate of 74% in 2011.

Grandparent Phone Scam Attempt

On Tuesday October 18, 2011, at 3:30PM a 94 year old Hingham resident came to the police station with a family member to report a scam attempt by phone. This is a variation of a scam that has been attempted previously in the area.

At 11AM today the woman received a call from a man who said "its your oldest grandson", this caused the grandmother to use her grandson's first name.

The grandson said he needed her help. He had been on his way home from a wedding and struck another car causing some damage. Because he had some champagne on his breath the police arrested him and needs money. To get out of jail,  he must put up the money to pay for the damage. He asked for $3,200 plus $200 for money to travel home. He said he was in San Diego and need the money wired to a family friend at a Dominican Republic address.

The "grandson" tried to appeal to her sympathy and asked her not to tell his "parents". This is to attempt to limit the "victim" from speaking to someone and learning that the grandchild is not actually involved or that it is in fact a scam.

Fortunately, the grandmother's son arrived at her house while she was still on the phone. The son overheard some of the conversation and immediately recognized that it was a scam that he had heard in the newspapers and and told her it was a scam.

Again, please pass this type of scam to older relatives, especially those that may live alone. The would be victim said she wanted us to send this email out to remind others who may not have heard of this scam.

Driver Sober or Get Pulled Over

The Hingham police are participating in a crackdown, titled “Driver Sober or Get Pulled Over”, funded by a grant from the State Executive Office of Pubic Safety and Security (EOPSS).

Hingham is one of over 10,000 law enforcement agencies nationwide participating in this effort. This campaign was formerly known as “Over the Limit Under Arrest”.

These grant funds will be used to assign additional officers whose sole purpose is to aggressively identify and arrest all drunk drivers. These patrols will be concentrating their efforts during times and on streets where frequent OUI arrests or OUI crashes have been occurring. (More)
